Reasons for this: By issuing drug tests for those on welfare, we would be able to make sure those that are receiving welfare are in fact deserving of this money. For example, we don't want to waste money on someone who is a drug addict when there are others in greater need.
I think this will work well, but you will need to find examples on both sides of this issue, to illustrate the good that could come of such a law (potentially encouraging people to quit using drugs) and negative (such as adversely affecting children whose parents are addicts.) I think you will be able to do that.
